The Town of Kill Devil Hills, NC, boasts 29 Public "Shoreline Accesses." Some of these beach access points are walkovers, and parking is available at a number of these oceanfront access points. In addition, there are two permanent Restroom Facilities, located at Prospect Ave. and Ocean Bay Blvd. other access areas may have portable facilities during the summer months.
The Town of Kill Devil Hills has compiled a map of all East Side (Atlantic Ocean) oceanfront access points. The map also lists four West Side (Sound Side) access points. One of the sound side access points is a boat ramp located on Dock St. owned and maintained by the NC Wildlife Service.

Leash laws in the Town of Kill Devil Hill, NC state: Dogs are not permitted on the beaches between Memorial Day and Labor Day between the hours of 9 AM and 6 PM, except those aiding a disabled person. Leash law requires dogs to be leashed year-round.
Driving on the beach in the Town of Kill Devil Hills is allowed from October 1st of each year thru April 30th with the purchase of a Temporary (up to 14 days) or Seasonal beach driving permit to be placed in the driver's side windshield.

Leashed pets are also allowed on the Nags Head Woods Preserve lightly traveled road. Pets are not allowed inside buildings. Leashes are required with no length requirement.
